In 1941, the surprise attack on Pearl Harbor, which had been planned in anticipation of the outbreak of war between Japan and the United States, was suddenly cancelled. It was the decision of Commander-in-Chief of the Combined Fleet Isoroku Yamamoto that even if war was unavoidable, a preemptive attack would not be beneficial. The strategy of the Imperial Japanese Navy was to continue the southern campaign and let the U.S. Pacific Fleet get to Pearl Harbor first. The two countries were on the brink of a confrontation. Japan and the U.S. were checking each other, but the Allied Fleet deployed in the Philippines and the U.S. Pacific Fleet under the command of Lieutenant General Halsey clashed, and the battle finally broke out. In order to advance the battle to an advantage against the overwhelming national power of the U.S., it was essential to make effective use of military forces and to have the backing of the Greater East Asian countries. Isoroku Yamamoto established a superdreadnought carrier fleet with the third and later ships of the "Yamato" class redesigned as aircraft carriers, and set in motion a far-reaching strategy to strengthen the unity of Greater East Asia.
