The contents of this manual provide guidance and insight into operational procedures, tactics, and theories pertaining to Special Weapons and Tactics (SWAT) Operations. This manual is by no means "all inclusive." However, as one who has researched this subject in depth during the past six years, I will say it is the most definitive and complete manual known to me at this time. This manual does not prescribe departmental policy in any given situation, rather, it provides information and illustrates procedures that will be required to make a sound decision when employing a SWAT unit.
